Biometric enrollment for SAT's electronic signature
I built the backend for SAIE III, the SAT service that captures taxpayers' biometric data to issue their electronic signature. I cut enrollment from over 30 minutes to under 10 per taxpayer, with offline operation and encrypted sync.

Biometric enrollment time per taxpayer
Context
SAIE III is the Identity Accreditation and Enrollment Service of Mexico’s Tax Administration Service (SAT). It captures taxpayers’ biometric data to issue their electronic signature. At ACERTA, a technology company delivering government projects, I worked as a backend developer on the service.
Responsibilities
- Capturing and protecting taxpayers’ biometric data.
- Sending the data so the government could validate it, process it and issue each taxpayer’s personal certificate.
- System support and user assistance after the project.
Technical challenges
- Biometric data security: data traveled encrypted through Apache ActiveMQ to the government servers.
- Offline enrollment: I added encrypted local storage so enrollment sessions could continue without internet access and sync with the government servers once the connection came back.
Outcomes
- Enrollment time: from over 30 minutes to under 10 per taxpayer, within the 10-minute maximum set by the SLA.
- Government SLAs: we met the service levels for data quality and enrollment volume.
